Grant Guidelines and Application

Pitt Memorial Hospital Foundation Mission
Pitt Memorial Hospital Foundation was organized solely for charitable purposes for the promotion of health and wellness to the general public and community in the eastern region of North Carolina and all areas served by Pitt County Memorial Hospital and its subsidiaries, affiliates or equity partners by assisting and supporting financially Pitt County Memorial Hospital, and any other qualified healthcare provider, government entity and charitable organization formed for the promotion of health and wellness. The corporation may support through PCMH and donor contributions in the following areas, including, but not limited to: equipment purchases, research, education, patient and family support, community benefits and health initiatives and capital construction.

Goal
The goal of the Community Benefits and Health Initiatives Program is to positively impact the health status of communities affiliated with University Health Systems of Eastern Carolina through early detection, wellness and prevention, community health initiatives and direct healthcare services.

Priorities
The Pitt Memorial Hospital Foundation's Community Benefits Program is funding grants that target diabetes, access to care, minority health, senior services, and nutrition and physical activity. The proposed projects or programs must improve community health through prevention strategies. These specific initiatives were selected in coordination with Pitt Partners for Health and the corporate goals and strategies of PCMH, whose Board of Trustees has allocated funds to the Pitt Memorial Hospital Foundation for the improvement of community health.

Prevention Strategies
Applicants must follow at least one of these prevention strategies:

  • Primary prevention: management of behavior and risk factors to decrease incidence of disease.
  • Secondary prevention: early detection of disease through screening and pre-symptomatic diagnosis to favorably alter the course of illness.
  • Tertiary prevention: management of symptoms or consequences of disease to minimize the impact on the function of quality of life.

Eligible Organizations
Non-profit organizations qualified for tax exemption under the Internal Revenue Code and governmental entities in Pitt County are eligible for funding.

Funding Information and Restrictions
Funding is restricted to those Pitt County projects or programs that fall within PCMH's annual goals in the community benefits category. The guidelines for funding are listed below.

  • Funds generally are not available for endowments, operating expenses of existing programs and programs not clearly related to health improvement.
  • Grants can be awarded for multi-year projects, however, continued funding will depend on an annual review and is also subject to the availability of funds.
  • Grants may be used in public-private partnerships to foster the development of meritorious programs, but are not awarded for purposes ordinarily supported by tax funds.
  • Grants are not made to support propaganda or attempts to influence legislation or the outcome of a specific public election
  • Grants are not awarded for medical research.
  • Grants usually are not awarded when they are the total means of financial support. Preferably, they are made in conjunction with other sources, particularly local funds. Inter-organizational collaboration is encouraged.
  • The Foundation usually does not fund indirect costs.
  • Grants are not awarded to an organization to be used as pass-through funds for another organization.
  • When awarding grants, the Foundation does not discriminate on the basis of race, color, religion, sex, age, national or ethnic origin or disability.

Application Process and Evaluation

The application process consists of several steps, including an advance consultation, letter of intent, and full application.

Advance Consultation
It is strongly recommended that you discuss your organization's needs with a member of the Foundation's administrative staff (either in person or by telephone) before submitting a letter of intent. Letter of Intent and Evaluation Process
The Foundation annually determines the need to call for letters of intent. A call for letters of intent is usually issued in October or November of the current year, with the grant funding cycle occurring July 1st of one year through June 30th of the following year.

A Grants Review Committee reviews the letters of intent to determine if the project meets the objectives and priorities of the Community Benefits program. The Grants Review Committee consists of representatives from the Foundation Board, the PCMH Board of Trustees, Director of Pitt County Public Health, Pitt Partners for Health Chair, East Carolina University's Brody School of Medicine, PCMH Medical staff, and PCMH Executive staff members.

Full Application and Evaluation Process
If your organization's letter of intent meets the objectives and priorities set by the Pitt Memorial Hospital Foundation, you may be invited to submit a full application. Foundation staff will research the proposed project and will contact you if additional information is needed.

The Grants Review Committee evaluates the researched proposals and makes recommendations to the Foundation's Appropriations Committee. The Appropriations Committee will review the funding recommendations and make their recommendations to the full PMH Foundation board. The Foundation Board of Trustees then votes on the recommendations. Your organization would then be contacted with a letter of acceptance or denial.
